Larrazolo was born in Allende, Chihuahua, Mexico, on December 7, 1859, the son of Donaciana and Octaviano Larrazolo. He came to the U.S. under the sponsorship of Bishop J.B. Salpointe of Arizona, and attended St. Michael's College in Santa Fe from 1875-1876. A Republican, Larrazolo was appointed clerk of the U.S. district courts in El Paso, Texas, and subsequently elected to that position in 1886 and 1888.
